– Poland is the only country in Europe that does not have a uniform system of communications for the emergency services and public order – says money Forums Piotr Rutkowski, an expert strategy for the telecommunications market. – This system was first created in 1995. In fact, since the flood of the century in 1997.. when services have been paralyzed by the weakness of communication systems, it created several concepts entirely new system. He adds that the system does not rely solely on radio to exchange information. – This includes data on technical resources – on cranes, trucks, which can carry something heavy. It is also about local security electrical installations, etc. Such information is currently collected in analog, and it should all be scyfryzowane and even automated to any kind of crisis – explains Rutkowski.
Is the lack of unified communications system means chaos communication services? So bad it is not, because – as he points out the expert – everyone is aware of “communication holes”. Some police officers and firefighters had the 3-way radios, each with a different system! – Says Piotr Rutkowski.
When the offset for the F-16 did not work out
One of the proponents of a communication system for all uniformed services and special Ryszard Kalisz, chief of the Ministry of Interior in the government of Marek Belka in 2004-2005. – It was even here is that every policeman could at any time to learn all about the suspects. The new system promoted by Ryszard Kalisz, would have cost approx. 1.5 million zł. However, experts are not convinced of the reasonableness of such expenses.
As notes Vaclav Iszkowski, president of the Polish Chamber of Information Technology and Telecommunications, the creation of a communication system does not need to rely on the construction of new infrastructure. – Even at the stage of that project, there were voices that may not be worth building this separately, but make internal roaming all operators – said in an interview with money.pl.
Peter Rutkowski adds that due to the rapid progress technology, the cost of such a system is rather hundreds of millions, billions not. – It’s no longer a question of costs. These investments are much, much lower than when it first estimated and planned, almost 20 years ago – says the expert. – According to some ideas State does not even need much to create such a system, only pay for the service – he says. In his opinion, it is unwise to build a state communications system in a single technology. – Now put a hybrid system: both wired and wireless, based mainly on IP. Such a system may realize any sufficiently strong and efficient operator – Orange, T-Mobile and Polkomtel with Cyfrowy Polsat – she says.
– From the technical side of creating such a system the issue well controlled, we can say that almost trivial – believes Kulisiewicz. – Signs the only special agreement with the operator, which has strict commitment to quality, reliability, encryption, and various other parameters – he says.
The expert argues that the commercial operator has a much more skilled at creating any systems communications than “any public services that are a few dozen dedicated employees to cross.” – It should not be the operator of the state, because it clashes with the economy. The cost to build such a system from scratch are billions.
