Waste management: the new rules will lead to the collapse of companies and an increase in fees? – Polish Radio

The proposed amendment to the Public Procurement Act will lead to the bankruptcy of several hundred private companies engaged in waste disposal, alerts the Union of Employers of Waste Management.

The change would be to grant municipalities the privilege of in-house, or outsource these services own companies without a tender. Currently, 60 percent of the municipal waste market support non-public companies, which employ more than 15,000 workers. Orders in-house would have eliminated competition in tenders and return to the monopoly of municipal companies, says Slawomir Rudowicz from the Union of Employers of Waste Management, the industry entrepreneur municipal Kalisz.

– Local governments want to control 100 percent. market waste. They want to invest and take over not only the waste stream, but the stream of finance, which consequently – says visitor Radio Ones.

Even millions of loss business

Potential loss of private entrepreneurs nobody care, says Slawomir Rudowicz.

These are the millions of dollars, adds Ilona Litkowiec-Senderska from the Union of Employers of Waste Management.

– Some of our members have invested for 27 years, Suspended fleet, and now one stroke, one signature may cause that they will lose everything – says the expert. – The fleet of cars is a specialist that after such a decision will have a scrap value. Not to mention the human factor, because we employ several dozen to several hundred, even employees, and it will end – he added.

Outsourcing by municipal waste collection own companies

tenders for export of municipal waste in force since 2013 with a new law junk.

Local governments already then demanded a flexible operation depending on the situation, says Gregory Kubalski from the Association of Polish Counties. It notes that the amendment of the Act provides for a possibility and does not need to commission by municipalities for waste disposal own companies.

– Dany government will decide whether to outsource certain activities outside on the principle of the free market, or has a sufficiently large potential for this to yourself is intended to achieve – says Grzegorz Kubalski.

Kubalski reminds us that the essence of self-government is that it is the local community should depend on how certain tasks are to be performed.

– They should be able to decide whether they want to pursue certain tasks independently by individuals who have been selected, or whether they want to outsource on the open market and potentially to such a change we seek – emphasizes guest radio Ones.

What about the free-market economy?

No one came up with nothing better than a simple free market economy, namely competition, selects, in turn, Sławomir Rudowicz.

– Eliminating this competition just to create government posts is incomprehensible. The more that competition liquidate the native Polish companies that pay and pay taxes to the state treasury. Local governments also of the taxes paid reaping profits – says Sławomir Rudowicz.

Still no solution has not been accepted, so nothing is a foregone conclusion, inform both the Ministry of Development and Ministry of Environment. In the next week to discuss the project will be a joint committee of government and local government.

The changes are certainly necessary, because they waste much is failing. Wild dumps or abandoned garbage in the woods not disappeared. Also, emptying residential garbage leaves much to be desired.
