T-Mobile: Separation block 800 MHz is a loss for all – wirtualnemedia.pl

The case allocation blocks of 800 MHz and a dispute taking place between Play and T-Mobile is linked to the withdrawal of belonging to Ruth Simon, the son of a close collaborator of Mr. Solorz-Zak’s NetNet of taking auctioned last year block at the frequency of 800 MHz, for which NetNet had to pay 2.05 billion zł.

As a result of the auction blocks A and B took over Orange, block C fell T-Mobile, and D – P4, the operator Play. The last block was auctioned by E NetNet. No change in the structure of allocation of blocks T-Mobile would become the administrator of blocks C and E, however, the operator argues that this solution is unfavorable to him. In his opinion the maximum benefits for customers and the possibility of using modern technological solutions will be possible only if T-Mobile will cover the blocks C and D, and the play will fall is marked as E.

Negotiations on the allocation of blocks remain unresolved, while T-Mobile is trying to create market pressure on favorable solution for you. The latest step is the operator’s commitment to consulting firm EY, which has made the appropriate expertise. Their findings were presented in Warsaw during the presentation.

EY presented three possible scenarios solution to the current issue of the situation.

Scenario A assumes the grant T-Mobile unit, for which the reservation was originally awarded to the company NetNet no change in the allocation of the remaining reservation. This solution is undesirable from the point of view of effective bandwidth management because it allows us to offer customers high-speed access to the Internet and is the need to allocate a larger part of the band on the signaling channels. Reduces the quality of service provided to subscribers by increasing the complexity of the network, creates a risk of interference signals (intermodulation third row), and also makes it difficult Interconnection thereby increasing the costs of building networks.

Scenario B consists in the separation of the bands belonging to T -Mobile and Orange block Play network. Its advantage is continuity book operators with 10 MHz, however, allocate resources T-Mobile and Orange, sharing infrastructure within the company Networks! It means that because of technical limitations of the transmitters (the ability to handle a maximum of only 20 MHz continuous strand), to build a network with the same coverage and capacity will be required a significantly higher number of transmitting devices. This in turn entails the allocation operators more funds for the purchase of transmitters generate a demand for a larger number of transmission masts, strengthen their structure in relation to the heavier burden, and hinder cooperation inter-involving the sharing of unused seats on masts broadcasting to other entities.

Scenario C assumes the grant T-Mobile and Orange bandwidths of 10 MHz located next to each other, and Play network unit located at the other end of the spectrum. This variant ensures compliance with the principle of optimal use of bandwidth because it allows you to maximize the resources – the creation of two networks running full speed, they are achievable with the use of 10MHz, avoiding the risk of interference to ensure proper quality – and at the same time minimizing capital expenditures through optimal use of masts managed by the company networks !, as well as building a network with a minimum number of transmitters.

– bandwidth translates directly into the maximum data transmission speed, which on the basis of spectrum owned operator can offer to the end user. And so the LTE network created on the basis of the spectrum with a width of 10 MHz can run at a maximum speed of 70 Mb / s, and the network built on the basis of 5 MHz reaches a throughput greater than 35 Mbit / s – explains Piotr Mieczkowski, an expert in telecommunications in the Business Consulting Department EY . – The key is the fact that the frequency of 800 MHz is not developed standards allowing the so-called. “Bandwidth aggregation” and thus combine non-contiguous blocks. Where an operator of two blocks away from each other, maximum speed data transmission will not be higher than when using only a single block with about half the size spectrum.

According to EY and T-Mobile can not be given to the operator contiguous blocks pull also have measurable costs for both T-Mobile, as well as for the entire telecommunications market in Poland and adversely affect its development.

– This decision will have consequences on the development of the telecommunications market and offer quality services available to customers – warns in a press Krzysztof Pigłowski, a partner in the Business Consulting Department EY. – From this perspective, you can see that the choice of the most optimal scenario is not only important from the point of view of efficiency of bandwidth management, but also has an impact on the overall development of services based on data transmission. This is especially important given the importance of digitization for the development of a modern and competitive economy. Sub-optimal arrangement of the 800 MHz band will result in a slower pace of development of digital services, which could slow down the dynamics of development of the Polish economy – estimated Pigłowski.
