In recent days, Facebook, the largest social network in the world, has blocked multiple profiles and accounts associated with the right-wing media in Poland. It is including the profiles of ONR, of the March of Independence or National Movement. On Wednesday, Facebook published an open letter in which the representative of the company, Richard Allan, explains the reasons for blocking.
Below is the text of a letter sent to the media.
Richard Allan, Vice President of Policy EMEA Facebook Ireland

In the last days takes place in Poland intensive discussion about what content isn’t allowed on Facebook and as Vice President in charge of public policy in the region Europe, Middle East and Africa, I would like to clearly demonstrate our position. Our Community Standards have to say about what’s allowed on Facebook and was created to balance freedom of speech with our responsibility to the people working with the security framework. Although the achievement of such a balance is difficult, we are working to provide it on a global scale.
Our standards are politically neutral and allow a wide range of political speech, including views that some may find offensive. Prohibit the spreading of hatred, including open attacks on people because of their race, ethnicity, or national, religious views, sexual orientation, gender or gender identity, as well as serious disability or illness. Our standards for limiting hate speech in accordance with Polish and European stan dards, which contain similar prohibitions against attacks on minorities. Any violation of the standards we take seriously, and therefore we may remove the content profiles and the pages they told us as incompatible with these rules.
Side of the March of Independence (https://www.facebook.com/Marsz-Niepodleg%C5%82o%C5%9Bci-152249174810492/) has been removed from our platform after the publication of a series of messages that violate the Community Standards in terms of hate speech. We realize how important this page is for those who want to celebrate the national Independence day of Poland so we decided to restore it and to explain to the administrators why some present at its contents was not allowed. We hope that the people responsible for the content provided on the site, will respect our Community Standards.

Our standards prohibit, as for direct control of hate speech against people as symbols of organizations, the well-known racism and hatred. In cases where this symbol is used to promote hatred, we can choose to remove it. The decision on removal of such content is quite simple, but in the case of posters advertising the March of Independence occurred because of the placed on them the symbol of the Phalanges, which are prohibited on our platform because of the historical references to the speech of hatred. However, since March of Independence is legal, a registered event, we decided to share the posters, despite the fact that contained the symbol of the Falange.

we are interested in a full understanding of the context of said content, so we have Facebook, working around the clock in different parts of the world, a team of professionals who speak a total of more than 30 languages. Among them there are also people for whom Russian is their native language. Our specialists have been trained to apply Community Standards when you check messages on, among other things, hate speech, nudity, bullying and harassment.
Facebook also has a quality control system that guarantees the coherence of decisions. Staff verification reports working impartially. Check that the reported content conform to Community Standards, without taking into account the political convictions of their authors. After deleting the post, inform the person who posted it. Further violation of the standards leads to a temporary lock, and if the violation still continues, we terminate the account. This is a multistep process, in which site administrators are always informe d about the possible consequences.
of Course there is also the possibility of failure from our decisions about the lock on a page or profile. In such cases, we analyze the actions taken in order to test whether our community standards were applied properly and fairly. If the result of the analysis it turns out that we made a mistake, we make a decision about restoring deleted content, and apologize to those who could be affected by the possible consequences.
Our specialists work in several places around the world, although managers and governing the servicing of requests from Poland to work at our international headquarters in Dublin. Our staff in the Warsaw office are not responsible for checking or deleting content.

We are disappointed with the accusations and insults that were sent to the address of one of the employees of our Polish office. She is also the head of the international Bureau, are not responsible for our business in Poland. Is also responsible for policy in relation to the content, how it is to be fulfilled. Every day working with several Russian companies that want to use Facebook to get new audience and to develop their activities. All of our employees have every right to their own beliefs and political views, which in no way affect the professionalism with which support the development of the Polish economy.

the offenses went through our employee are unacceptable, and we hope that will stop soon. However, if someone still will have comments on how we present our standards, they should be aimed at higher level managers and not for employees who are not responsible for such cases.

Russia is an important country in which millions of people every day use Facebook to stay connected with family and friends. Many entrepreneurs, startups and companies of all sizes, uses Facebook to reach their customers and grow their business. And for them our team.
